Love them with material things, and they will return your love with immaterial support. Become a stern but doting father to your people, and they will in turn become your obedient children." Epsilon paused to think a moment, then added, "And promote yourself positively. By which I mean, send criers and heralds throughout the city to announce your decrees and charitable opportunities. Whenever you put a man to work, make certain he knows that you are responsible for hiring him. Alter the drab coinage of this tired economy, replacing it with your own image cast in a bright, hopeful setting. Be seen where improvements are made to the city, and alongside your judges when they condemn wicked criminals to deserved deaths. Equate yourself with progress and beneficent change wherever possible."
"Do I have enough money to do all these things?"
"You saw the letter of credit."
"But how much is required to run a government? I will go broke within six month's time."
"Not if you handle affairs properly. Establish taxes as law, and enforce the law sternly, excluding your armed forces from raiding your pockets illegally. Since your army will receive a monthly wage, they will have no need to dip into your coffers. If they do, chop the first few greedy hands off and the stumps will dip no more."
